Can U Wire Money From Nepal To Canada (ie Western Union) Or Can U Do Bank To Bank Transfer From Nepal To Canad?

I am owed some money from someone in Nepal. They said they cannot send money but only receive using Western Union and that they cannot send from Nepal Bank to Canada unless they have a Canadian visa. I don’t believe them.
