Now every country is different so you would need to possibly talk to the embassy in India, however, you do need a passport to leave the US and to return to the US. Most airlines will not let you leave the country without the passport unless you tell them you are not returning.. There more than likely is not a fee for a citizen to enter the country, but to leave there might be. Take a look at this site, it gives you information on what you might need. http://travel.state.gov/travel/cis_pa_tw...

I don’t see why an Indian would have to pay a fee to go to Nepal-but you should check whether or not you will need a visa. You will need a passport for all travel outside of the United States (especially getting back in!)

You need a passport to travel anywhere out of your country. It applies to everyone. The conditional fees and visa , you got to check in their embassy. Visa varies from countries to countries.
